Yes, I think that is the general approach on any issue.
Say anything, even if it is the opposite of what you have been saying or what you have been doing.
If you are challenged on that, you just lie relative to the specific circumstances of the challenge.
RELATIVE TO OPPONENTS, if they are people who have worked with you who are leaving, or who you don't want around, you have to ensure their SILENCE. You do this by awarding them a government medal for something or other, making them complicit in your crimes and ensuring their silence. You also THREATEN them with any number of horrifying actions you will take if they don't comply. In other words, "go along with us and be rewarded; go against us and we destroy you. Your choice".
In the case of somebody like John Kerry, or Cindy Sheehan or anybody like that, you don't bother to reply to their allegations AT ALL, but you DO slime them. In the process, you lie in whatever ways SEEM plausible, realizing that most people won't or can't check the truthfulness of the statement. Then, (such as in Kerry's case), you organize some quasi-entity to center the sliming so that the legalities are obscured as to who is doing the sliming. Then you make sure to distance it from the people who are doing the funding.
Karl and the BigDick have only a few simply programs, but they execute them faithfully and INSIST on absolute support from House and Senate members. And if they don't go along...? They are cut off from the money well administered by Tom DeLay. And
EVERYBODY has been drinking from THAT well.
What is the name for all this? Don't know. But it should be called OPERATION SHORT LEASH. Or maybe OPERATION SHORT HAIRS.
