CJ, Then why the difference in response between the hurricanes in 2004 and 2005? Not just initially, but even weeks after the events?

To me, a large portion of the responsibility rests on state and local government. Plus Louisiana isn't used to dealing with natural disasters of this magnitude. In contrast, hurricanes comes with the territory when you live in Florida.
