You guys focus on the wrong thing.

Shutting down of oil refining is NOT Peak Oil. It is actually the opposite, it will prolong time to the Peak Oil since no oil is being produced / refined in meantime. The oil that is not being produced / refined will not dissapear from the oilfields or tankers because of the closures.

Actually, from Peak Oil standpoint, Katrina/Rita/etc are blessings in disguise. Since they cause oil price to go up WITHOUT Peak Oil, they give economy time to come up with oil replacements based on high oil prices. It's like a small "Peak Oil" shock that does not have all the negative issues of 30-year depression with it. Will companies and government use it productively, we'll have to see.

BTW, alarmist rantings such as "...I am certain that – barring divine intervention – the United States is finished; not only as a superpower, but possibly even as a single, unified nation with the arrival of Hurricane Rita." do not improve the perception of Peak Oilers among general public.
