Nope. There have been attempts to build the levees up to Cat. 5 capability many time over the decades. It always got scotched because of the costs. So they built up the levees to Cat. 3 capability, which covered most hurricanes. Under Clinton, there was approval for an upgrade to Cat. 5 and work was started, but the funds got cut back under Bush. In fact, the funds to even perform maintenance has been scaled back every year under Bush until the point was reached last year that maintenance was delayed until this year. They were in the middle of performing the delayed maintenance when Katrina struck. One of the levees that breached didn't quite have the work finished, they hadn't consolidated the dirt, nor had they armored it with the rocks.
