Carbon fibers are mixed with exposive propellents of air bags for two reasons that I know of. First, they provide a burn moderation, meaning the engineers can control the rate of burn by mixing in various amounts of fibers, which as you all know, air bags are under fire for burning too fast which provids too much impact upon smaller people who tend to sit closer to the bag itself. Secondly, the carbon fibers are electrically conductive, thereby proventing the static electrical sparks exploding the mixes during mixing and handling, not a trivial consideration. The story about motorcyclists and propellant manufacturers are the same, there are those who have gone down and those who are going to go down. It IS a very real consideration.
