Brownie did a heck of job explaining why the Federal Equestrian Management Agency failed so miserably, apart from hiring a horse trainer to head the agency. GW, the head of the idiotocracy, underfunded the agency:

"But Brown said he had been frustrated long before the hurricane by "the emaciation of FEMA.'' The agency's "financial resources have dwindled; (its) personnel resources have dwindled.''

Brown became the director under Bush after the formerly independent disaster agency was made part of the vast new Department of Homeland Security in 2002. He argued that the agency's budget requests were routinely cut within the Homeland Security department before being sent to the White House and Congress. He also said that officials at Homeland Security, the only Cabinet department allowed to transfer funds among its own agencies without congressional approval, routinely took money from the agency. He estimated that over the past three years, $77.9 million was taken from the disaster agency for other departmental programs.

"I probably should have resigned my post,'' Brown said of the ongoing budget battles. "I have real respect for the people of (the agency). They don't deserve what they're getting.''
