It's being portrayed that he was advocating the position, or at least positing it as a hypothetical. But if you follow the context, he was talking about how ridiculous the concept was.

On another point, how does this sound?
"But I do know that it's true that if you wanted to reduce traffic on Sunday morning, you could, if that were your sole purpose, you could abort every Catholic baby in this country, and your Sunday traffic would go down,"... "but that's morally reprehensible"

Would Catholics be offended?
