With respect to Nixon, the documentary made the point that while Nixon had Kissinger negotiating with the North Vietnamese over an end to the war, he was also secretly sending messages to the North Vietnamese that he was willing to ramp up to escalate the war and possibly to use nukes.

Nixon had to do that in order to get and keep the NV at the peace table.
