I am at a public institution. It is less likely there than at private colleges because they have other constituents, i.e. state taxpayers, to be concerned with. But in graduate schools there are additional factors that press admissions to avoid these considerations. At MBA schools they are ranked by the GMAT's, GPA's starting salaries etc of their accepted students. They have to accept students with high GMATs, high GPA's and strong prior work experience to keep in the race.
