That gas-tax proposal by Tierney surprised me.

A significant gas tax has always struck me as the most logical and reasonable approach to conservation. It's basic Econ 101 - if the price of something goes up, consumption will go down. It's happening some now as the price has jumped quite a bit, but the increased cost is still sucking a lot of money out of the economy - and much of it is going to places that aren't necessarily in the best interests of the US.

If 100% of the tax collected were rebated to drivers at the end of each year, it's very likely that consumption would decrease dramatically with minimal economic impact (and perhaps with a positive impact as consumer spending shifts from gas to something more productive for the domestic economy).
