how would a rebate to drivers at year end work? honor system on miles driven, gross income, receipts of gas purchases.

why would i drive less if i know i am going to get 100% of the tax back at year end. It would be like some people who show less exemptions on tax return in order to force savings and get money back at year end. never made since to me to give uncle sam interest free money but a lot of people do it.

higher taxes add a larger per cent of costs to lower income group , any additional offset for low income.
