Roy, AOL already offers just ISP access --

Its called Global Network Navigator (GNN). According to AOL "this service is aimed at the segment of online consumers who seek a full-featured Internet-based service". Cost is $14.95 for 20 hours and $1.95 a hour after that.

If AOL was to compete with "the multitude of ISP's offering unlimited
access" it would be through GNN. The "on-line service" that most people use AOL for provides a wealth of dynamic and useful information and is why AOL has grown to current fiscal year revenue of 1 billion dollars, not because they offer just internet access.
