In response to the excerpt you included, I would suggest that the author is already behind the technology curve. Many current tools including all of those from Avid (editors and graphics and effects tools) have the capacity to "retarget" their output.

That is, the user of such tools can choose alternate output methods which are conducive to different purposes. This is also called "multi-purposing" (add another buzz word to your arsenal!). This subject also bears upon "resolution independence".

An Avid editor, for example, can choose to output his AVR77 material as a low bandwidth MPEG suitable for use over the internet. No editorial work need be redone, just set some values in a dialog and "re-print-to-tape".

Another example that tools are already commonly available to support multi-purposing is the fact that Boss Film Studios left film post-production for multimedia. You can be sure they didn't toss out their stable of tools when they made the switch. Of course, this is also a bad example because Boss recently went out of business.
