Bush I also signed off on military strikes in Gulf War I with the specific intent of killing Saddam Hussein. From a purely objective, rational point of view, why shouldn't Saddam have tired to kill Bush Sr? Should it devolve into a childish "he hit me first!" kind of affair? Should Bush II have, as our President, a motive of "He tried to kill my dad." for invading a soverign country? Are we a nation led by schoolyard bullies? We were in the covert assasination biz in the Cold War, and after Kennedy we decided to get out of it. Reagan got back in, Clinto got out again. And so it goes.

The fact is, OUR leaders are a lot more vulnerable than some of the ones we'd like to assasinate. So, it's a losing game for us to play.
