I'm sure people complain that they can't find their luggage when the plane is late.

Maybe I'm still asleep this morning, but I don't see your point.

If they're looking for their luggage, the presumption would be that their luggage was on the same plane they traveled on. They wouldn't be standing there asking about luggage if the plane had not arrived.
