I hope my previous post makes it clear that NOT "Everyone would be back at the negotiating table to work on the problems of fundamentalism, oil revenues and federalism and would have to compromise". Changing the rules may have been an effort to stabilize the country...as well as prevent terror tactics as a way to block out unfavorable votes.
