In signal processing there is a theorem that states in order to measure a signal, your measuring stick should have at least double the precision of your desired measurement precision. What is the IQ of the average test designer? I have seen far too many dumb IQ tests along the lines described by Ed, so I am with him on that. There just doesn't seem to be that many smart people dedicated to devising IQ measurement tests. Also, take a look at Howard Gardner books. Most types of intelligence just can't be made in portable booklets or even software simulations, let alone be judged by a mechanical scoring method...so in theory, you could be right about intelligence being measurable, but in practice we are far from it.
