Place bases in all of the countries surrounding Iraq to monitor the situation there.

And which countries might those be? Iran and Syria? One of the motivations that OBL had was to get the US out of Saudi Arabia. To a great degree he succeeded. We're largely out of SA and now in Iraq. It's not clear that SA would take us back and if they did, where would the insurgents go?

I've been a bit puzzled as to why we don't have bases in Israel.
