Add arrests for blacks and whites and you get 97.6%. That leaves 2.4% for Hispanic and other. Yet Hispanics are 19% of the inmates? Something wrong with those numbers. Unless Hispanic whites are counted as white and Hispanic blacks are counted as black in the arrest numbers, in which case the data are useless.
