Not really. Often people trying to get off of welfare have a very hard time holding down a job. The reasons are wide and varied: job is too hard, job is too menial, manager is a jerk, can't do dope on the job, etc.

Given these "inconveniences," many would choose not to work and get paid for it, even if the pay is half that of a full-time minimum wage job. This is not to say that these people should be judged as "slackers" and left to rot. But it does point out how welfare cannot solve the core problems.
