That's not my guess. Everything I read says the Sunnis are dramatically opposed to the constitution, which leaves them with no power or resources.

That's an assumption. There were none for the last election. Nobody, charity workers, corporations, anyone that doesn't have to be in Iraq is hanging around. Even the press, that has to be there, is hiding out in the green zone.

I'm pretty sure there will be no observers.
