If so, he was pretty short-sighted when he truly failed to cooperate fully with inspectors, 'til the end.

So he retreated! How do you define a real threat? Saddam says "I'll get you," and won't fully cooperate with inspectors. Threat? I think so.

Those reverse Trojan Horses seem to suck if you are in Saddam's shoes, facing execution. Another nice Suicide Strategy just like radical Muslims, I guess. Put this together with the notion that Saddam was into holding onto his own power as you say, and you've got one short sighted goal seeker.
