I'm sorry but that is not an argument. The phrase says, "Congress shall make no law respecting an establishment of religion."

You can make a narrow reading and say that congress isn't making a law by simply allowing the display of the ten commandments. But certainly displaying the ten commandments is a practice of religion and protected when it is displayed in a church. It is therefore an establishment of religion if it is displayed by a state institution. And not constitutional.

And yes the first amendment goes on to say, "or prohibiting the free exercise thereof" which means that you can't tell students that they can't pray in school. Which also implies that you can't tell them the they must.
