You are correct that there is no law that is enacted by displaying the ten commandments (having a christmas tree is so minor as to not be worth discussing, only morons would quibble that that approaches establishment). A broader reading that would equate "Congress" with the "Federal Government" will lead to a different understanding. It is clear from that the framers thought religion played an important role in daily life, but equally clear that they thought govt had no proper role regarding what that role should be. Isn't it better to err on the side of caution? jb
