Officially I think we were in a state of truce with Iraq - however, Iraq violated the terms of that truce regularly so I have no problem with us doing so as well. Regardless, war or no war, I think when you take part in killing someone, you become fair game yourself. So you agree Saddam was fair game? Or does this only apply for one side?
