Prosecutors warned Mr Rove they could not guarantee he would not face indictment, the AP said, citing people familiar with the investigation. But Mr Rove's lawyer said he had not received a letter notifying him that he was a target of the investigation, a step that usually precedes an indictment.

Patrick Fitzgerald, a Chicago prosecutor, has led a two-year investigation into whether officials disclosed the name of Valerie Plame in order to discredit her husband, former ambassador Joseph Wilson, who publicly questioned the facts used by the Bush administration to build its case for going to war in Iraq.

John Siffert, a white-collar-crime attorney with Lankler, Siffert & Wohl who is not involved in the case, said one reason a witness might request to re-appear before the grand jury would be to recant previous testimony.
