"Congress shall make no law respecting the establishment of religion: or the free exercise thereof"

What was there intent?

Seems to me we have a tendency to try and read between the lines rather then to just accept it at face value. Our forefathers were IMHO pretty down to earth and didnt hide behind "definitions" like what is the definition of IS? At face value it meant:
Congress shall neither establish nor not establish any religion (thus no STATE RELIGION) and the people are free to exercise or not exercise the religion of their choice in the place of their choice. I would bet you not a SINGLE ONE would agree with OUTLAWING Christmas or Nativity scenes ANYWHERE, ANYPLACE, ANYTIME. jdn
