Here is the first amendment again: "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances." The first clause is about establishing. The second about the free exercise. The only time that one can restrict the free exercise is if it rises to establishing. If, as you say, displaying the Ten Commandments is an exercise of religion then the govt exercising that religion is establishing that religion as the religion of the state. jb
