The short answer is that I expect further delays. A year ago after the federal guarantee was passed, Governor Murkowski said that he would have an agreement with the oil companies within a month or two, and submit it to the state legislature in January 2005. More recently he said he would call a special session this fall to consider the hoped-for agreement yet this year.

My hunch is that the governor and the oil companies will finally reach an agreement by the end of this year. Then it will go to the regular session of the legislature when it starts in January 2006. At that point anything could happen. There is a group lobbying for an all-Alaska pipeline with an LNG terminal, but I don't know how much clout they have in the legislature.

We could see a rapid confirmation of the deal by the legislature, but I won't hold my breath. The standard procedure is to stall everything for months and then complete the business in a flurry during the rush to adjournment in June (when the fishing season starts). Sometimes it gets rather comical, with state troopers dispatched to the airport to round up fleeing legislators to achieve a quorum.
