All that water vapor "might" alter the environment slightly. Cities, because of the amount of blacktop and number of air conditioners releasing heat into the atmosphere already have a measurable impact on the immediate climate. The water vapor impact would be far less damaging than current tailpipe emmissions. The pressing concern is how to generate the electricity needed to produce the hydrogen. Burning coal wouldn't be the best idea...
