All stocks big or small have data pages on pinksheets.com Enter the symbol and hit GO, then go to the bottom of the Company Info page to get the name and city of the Transfer Agent. The T-A should have the current A/S, O/S and Float info. The SEC page will have links to all their filings.

In the case of ASCO, you could go to the links given on the SI ASCO Board, go to their Contact Us page, call/email Jim Barnes, CFO, and pose your questions.
