Look at it from their point of view. Troops don't make good police and vice versa. The training is too different. If they have to do it very long, you ruin their effectiveness for their real jobs.

Not that Dubya understands that.

As you well know, one of the reasons why the US has been one of the long standing democracies of the world is because the American military has not tried to be anything but be the military. I worry whenever they are put in a position that might change that thinking whether it be by intent or the foolhardiness of a stupid president.
