It sure can do that, cause that's what it did for the past
2.5 years. It would indicate that the number of naked put shorts
has gone higher. I think this would be the "normal" action
of this market of the past few years.

VIX will also spike if the markets go up sharply.
These past 2 years seems like a quiet time before the storm,
in either direction.

However, it seems vix spike is more common with the downside
action than the upside action.
