to build a refinery will take five to ten years i really wonder if an oil company will make that investment without guarantees from gov.

Would you?

I would not.

There are entirely too many people in the US that seem to believe the oil companies are "bad" and/or "on the take"....Well, just why would an oil company want to increase capacity right now? What exactly would be their "win"...Some of the loudest complainers are people who have no idea about how business works, and how much it costs to even run a business, let alone try to maintain a small percentage of profit to re-invest back into the company for growth.

Let these same people go build their own oil rigs and refineries. Maybe we'd see some changes in attitude.

I've even wondered if I owned a service station if I would allow people to fill their tanks if they had anti-oil stickers on their cars....especially if their cars were SUV's.
