For example the process and time it takes to manufacture vaccines is outdated. It takes anywhere from 3 to 6 months. Using genetic engineering or other methods, you can produce vaccine much faster and when you need it. Mutations happen all the time, if this virus mutates to enable human to human infection then we may be seeing a pandemic at hand. Since we are talking deaths in very high numbers, plus the social upheaval - add to the fact the quarantine plans etc. I'd say it is better to be safe than sorry.
