Remember a year or so ago? When the people became convinced that maybe they needed flu shots because of a possible large outbreak of whatever flu was to be coming...? The Government helped fund large increases in quantity, and in the end, most of the doses and the money went down the drain. MegaMillions down the drain.

Seems to me that it's a pretty fine line between preparing for a disaster, and pork barrel spending.
