Yeah, I think not wearing underwear is the least of the worries for women in the Congo.

I asked the question because it sounded like a offhand description of what one woman perhaps told a reporter ("the man of my house forbids me to wear underwear") turning into a generalization about a whole society or country.

In other words, I don't believe its true that there is a large collection of African women living in a certain region that are publicly forbidden by their menfolk to wear underwear. But, what do I know?
