Bush doesn't but Republicans do and not just for votes but for contributions and for attacking the opposition. It's amazing to see the public split in the Republican party. If this is their public face, their private face must be a doozie.

I doubt Bush wants to go down in history as worse than Poppy even if he doesn't have to campaign ever again. It is, of course, too late for that but he doesn't know it or refuses to admit it.
