It takes 3 months to slowly bring the quarts up to cure temperature; then they hold this temp for 3 months; the last 3 months temp is gradually brought back to ambient. More or less a galvanizing process to ready the quarts for lens production. This probably takes place at the quarts supplier before it is shipped. Don't forget that some stepper companies make lenses in-house and some outsource such as ASML's use of Zeiss. The constraint comes with the long advance purchase time (sometimes 2 years) - makes a quick ramp difficult.
