Then you have teachers teaching to the tests and helping kids cheat to get good test scores, to cover the teacher's own butt. That's what happened in Texas under Bush. Teachers admitted they were spending half their time giving kids the answers to the upcoming tests and less time doing any real teaching. The Rand Corporation studied this and found that Texas's education system was actually much worse than Bushies reported.
