Lets assume CPI did include debt service as you are suggesting.

That is NOT what I am suggesting.

What I am saying is that since the actual cost of shelter has been relatively constant at the same time CPI has been low, the BLS method, whatever it might be, is doing a decent job of tracking the price-change reality.
