The French and Japanese have been competing on train speed ever since the French started the TGV. The Japanese were first with the Shinkansen, over 40 years ago. I think actual commercial speeds are about the same now, and I believe the French hold the record for a special test. Many other countries also have high speed lines now. Some history here:
