Canadian people seem very healthy. I'm sure any serious case needing an MRI gets one right away. Elective procedures are limited, but they're also limited by our often lousy health plans. To get a really good health insurance plan that takes care of everything for someone 50 years old you're talking $3500 a year these, plus some co-pays.
