Teaching to the test is cheating, and it was widespread in Texas before Bush started running for president. This was done in order to create a fake "Texas education miracle". In reality, Texas remained in the lower percentiles on all kinds of levels. #48 for instance on teacher's pay and dropout rates. It was probably all arranged by Rove. What a genius, huh? The master con man.
