"why else do Rats get smarter on dope?"

Did you really want an answer to that?

If so, here's one (there are others)

Every one and everything is a receiving/transmitting machine
(of energy, in various forms)

Rats on dope = Rats with improved RECEPTION (temporarily, but maybe new neural pathways are used, possibly)

Same story with other critters. There are also NATURAL ways to
improve reception other than such additives as dope, etc.

Most people do not receive and transmit in equal measure. If reception is greater than release, energy has to go somewhere and it does (into the body musculature, in the form of tension).

If transmission is greater than reception, then ennervation
results.

Healthiest position is reception = transmission

But of course the intelligent design answer is something like:

On day X God designed man and everybody else, with intelligence. Dope diminishes this intelligence and distorts perceptions and results in horror and heartbreak, prostitution,
murder, rape, and descent to amoeba-type existence. Plus the growth of hair on the palms. It's all cataloged for the world to see in its full splendor in that wonderful film REEFER MADNESS.

Namaste!
