A word can have many meanings. And those different meanings have very different legal underpinings. There is no war in Iraq. There is war in Iraq like the war on drugs or the war on terror or the war on crime. There was a war in Iraq that was authorized by a resolution and it lasted a couple, a few weeks and ended when it was announced hostilities has ceased. Now people can throw out so many are still dying, There is still conflict. But confusing the context of time meaning of words adds little to understanding. Today an amazing humanitarian relief effort continues to help a liberated country built a foundation of law and order and taught to fish on it's own.
