There is no question however that the government was more aggressive with dissidents during the American Civil War, World War I, and World War II... I would say that is true only with WW II. The Civil War was very unpopular and many people sent vital information to relatives living in the south. Lots of mob violence an protests, the government was not able to be aggressive toward the dissenters because it was on thin ice. In fact some say Lincoln adopted emancipation to appease the abolitionists. I don't recall any aggressiveness during WW I either. However WW II was very popular and the government was so aggressive it imprisoned much of the Japanese population. Though I think it was mostly the act of a racist president.
