The question is of the creation of basic science rather than access to it. It is the ultimate frontier. The US looks like doing its best to sabotage its massive lead of course... Harvard has more of the most highly cited than any other countries apart from Britain I think. This is the most extreme data set (compared to total citations say, or publications, or patents, or RD budgets which do not show such an extreme inequality). In terms of highly cited people per million population the US and Switzerland and twice as far ahead as the UK and Israel. China is still orders of magnitude behind. I show my students this data and they are stunned... In percent terms however, both China/HK and India have moved ahead at a tremendous rate in the last few years. But starting from zero that is not so hard. Perhaps one day China will be the leading science polity as the UK and Germany once were, but that I think will the slowest to change and the final thing to fall. Of course if Kurzweil is right none of this will matter.

Well I don't see one country getting ahead of the others, unless that new revolution comes to supplant the industrial revolution. The uneveness of the industrial revolution is being corrected through the grand process of convergence. If the world as we know it is one of inequality, that world is being replaced by another one of much greater geographic equality. So in that sense it is TEOTWAWKI. But that has been happening in a sense since some time in the early 19th century whenever the UK had its maximum lead over other countries. But it is evolutionary rather than revolutionary, just the pace is picking up.
