Pre-invasion? Yes pre-invasion. Remember, Saddam was only supposed to use the money for food and bribes for French politicians and UN civil servants. Even they couldn't soak up all the money. Why do you think the insurgents won't just keep blowing up the infrastructure until we leave? In case you haven't heard, we're a little thin on troops there... There are a lot of Iraqi's fighting hard to protect their oil.
