Andre, it is your assumption that Cymer was not invited. Being the leader in DUV, why should Cymer share its technology with the upstarts? I believe that the same logic used by IBM to not participate in the consortium applies to Cymer. Here's what IBM said:
Russ Lange, a senior technical adviser at IBM, said he believes IBM will develop its technology sooner than the new partnership's technology, which is due out in 10 years.
"Its schedule won't meet our requirements," he said, noting that IBM was approached to join the partnership but turned down the offer.
Cymer, too, is working on the next generation light source, and with most of the world's experts on its staff, doesn't need help -- indeed doesn't want help. The important part of the message, " ... which is due out in 10 years" says it all. Cymer will be selling its DUV Excimer lasers without significant competition for the next 10 years, IMO. And they could very well be the first one out with the next generation device.
